City of Albuquerque: A Real Story of Community Indicators-Performance Measures Integration

November 4th, 2010. In our continued efforts to provide real life examples of how communities have tried to integrate community indicators and performance measures, CIC presented the Webinar "Improving Community Conditions: A Framework Linking Community Indicators, City Budgets, Government Performance Measures and Performance Management: A Real Story of Community Indicators-Performance Measures Integration" (one of the winners of our 2009 Real Stories contest). The project is based in Albuquerque, New Mexico.

Linking community goals and annual budgets has been codified in Albuquerque's city charter since 1973. However, it wasn't until 1994 that a systematic framework for performance measurement and management was put into place.  An Indicators Progress Commission (IPC) of citizen volunteers, appointed by the Mayor with approval of the City Council, was created in 1998 to manage and oversee the city's goal setting and goal measurement processes on a four year cycle.
